Puedes lograrlo con una consulta como esta:
SELECT
SUM(count) AS total
FROM
(
SELECT COUNT(*) as count
FROM empleados
UNION ALL
SELECT COUNT(*) as count
FROM administrativos
) AS t
En total
tendrás la suma de ambos conteos.
